Only bomb if 3 shots hits the target, but the lvl 1 kill the spartan with 3 shots so …

I don’t quite understand.
It deals splash damage and it kills with three body shots, rather than 2 body and one head shot. Not to mention it’s brutal against vehicles. I think it’s fine the way it is.
