I was playing Halo 2: Anniversary in Halo: The Master Chief Collection and I got the first hangar area in Cairo Station where the Covenant come through the force field tunnel thing (not sure what it is called). This is as far as I have made it on Legendary on Halo 2: Anniversary. I keep running out of all ammo that I can get without dying and all of the Grenades, but I am unable to kill every Covenant to advance to the next area.
I get killed in 1 shot and sometimes I survive that shot only to be killed by the 2nd shot immediately leaving me no time to react, or to try to get to cover. I have no Skulls on and I am just playing the game standard. I have learned that different enemies have more Shields/Health even within the same group such as Elites. I can kill a blue-colored Elite in just 2 bursts (6 shots total) with the Battle Rifle. However, it takes me 1 entire clip to kill a red-colored Elite. To top it off it takes me 3 clips to kill a white-colored Elite.
These are all head shots by the way and it takes that much to kill them for me. I guess I won’t be able to get all of the Skulls since you need to be on Legendary to get them as it is.

There’s your problem. Use the plasma pistol before you use your battle rifle. It makes a huge difference.
It’s not impossible, unless you screwed yourself over royally in weapon choice. The key to winning is always having a headshot weapon on hand paired with a plasma pistol.

Watch a speedrun. Legendary isn’t that hard. Laso is hard.

I have and the speedrun does not help. I have not tried Laso yet.

I get killed before I can get a shot off with the Plasma Pistol. It does not matter if I have it fully charged while in cover before popping out to fire it.
For the first two waves stay on top and use all of the grenades on the bridge. Always make sure you headshot the grunts while they are still coming out of the landing ship.
Tool number one on legendary: Noob combo. (Plasma Pistol and BR) Charge the pistol, shoot the elite l, switch to BR and headshot it. Like this you waste almost no ammo. The grunts are best dealt with by head shoting them with BR. The best thing about noob combo: When you hit elites with the plasma blast, they are stunned for about a second. Then you have enough time to shoot them.

Also, slow down, take your time, and let your shields recharge. Legendary is a vicious, violent, brutal difficulty setting that’s designed to break all but the most determined Halo players.
I’ve been play H2 legendary, and it’s been taking me awhile. I just got to the Arbiter, but the levels have been taking me forever. I was looking at my stats, Cairo took me 2 hour 30 minutes…lol I was rusty! Then both Outskirts and Metropolis took me an hour and 30. One hit Jackal snipers are probably the worst…
Like everyone else said, you definitely need to use Plasma Pistol/Battle Rifle combo.
Needlers are also good to take out Elites if you have no Plasma pistol. I’m Up to The Library on HCE on Legendary can’t wait to beat H2 again on legendary. Then H3 and H4 again ;^)
I just got past the part I was stuck on by using the Plasma Pistol and the Battle Rifle. It makes me want to try it in Multiplayer now. Thanks for all of the advice everyone!

Really? I don’t think that’s the case at all. I think Halo 4’s Campaign mission “Forerunner” was pretty ridiculous on Legendary. All those Knights and Watchers with Binary Rifles… Oh, yeah, and the last level of that game too.
