So we know there’s already two variations of the energy sword in H5 so why not two variations of the gravity hammer?
Think about it
If you played Halo 2 and got to last mission you will remember that bad@ss brute chieftain named Tartarus, he had the precursor design of the gravity hammer! So what if in Halo 5 the legendary version of the gravity hammer would be Tartarus’s hammer?
What would be the perks?
What cons would it have to make it balanced in MP?

I think a good way to set the Fist of Rukt apart from the regular hammer is to give it a vortex ability similar to the brute chieftain’s ability in Halo Wars.

I would love it if there was a legendary variant of every weapon, just to add some more variety to the sandbox, so sure, i would bite.
Normal fire mode: Normal gravity hammer slam with greater power.
Smart Scope mode: creates a beam of gravity that pulls players, vehicles, and weapons toward the user and uses energy.

You know how the Prophets Bane combines with your thrusters to give to a large lung when you use smart scope? Maybe when you do it of the Fist of Rukt you aim it and shoot out a gravity ball that pushes enemies away but if you hit LT when the gravity ball hits them you will pull them toward you scorpion style.
I don’t know whether or not I’d limit this to a “legendary” variant of the Gravity Hammer, but what if it augmented the ‘Ground Pound’ Spartan Ability? Imagine a larger area-of-effect (and perhaps more damage) for zoomed “hammerings” and the Ground Pound, but taking more energy per swing and using energy when Ground Pounding.

This could work too 
Fist of Rukt should create small magnetic field when it is hammered on the target, pulling things (aka. Players, weapons, light/medium vehicles) towards it. But the range should be very small and limited about 1-3m around the weapon’s impact zone.
I just want to have an augmented GP when using the hammer… Is that too much to ask?
