so i have completed the campaign on solo legendary and it shows on my profile and on waypoint
however when friends inspect my service record it just says i have completed it on normal
is this a visual issue?

I have a similar issue. I finished the first campaign level on legendary last night but it still shows only normal in my profile.
I believe I found the issue:
When playing on legendary, if you play a mission other than Guardians when completeting the last mission you need for 15/15, you will then lose legendary progress for the next mission. For an example, I finished every mission of the campaign, and since I completed them out of order, it said Mission 1 hadn’t been completed when viewing my Career stats (start menu); but when viewing it under the solo campaign mission selection, it shows every mission completed on legendary. So I’m assuming it has to do with the order in which you beat the missions. I’m currently trying to figure out how to just beat the last mission again so I don’t have to replay the entire campaign from mission 2…
