I have complete halo the master chief collection and halo 5 in legendary but the helios Skrill armour are not unlocked.

You only need to complete MCC on Legendary only in order to get Helioskrill. But are you certain that you’ve completed everything on Legendary difficulty? Your entire MCC service record is completely blank. It even says that you haven’t played MCC at all. If that’s the case, were you playing on a different account at the time?
Helioskrill and its variants can be unlocked through the REQ system in Halo 5, though only in Gold Packs.
