Hi!
I have completed Halo 4 on Legendary solo and got the Achievement for it, but my service record says that I have not. Halo Waypoint says that i’v not finished the two last chapters. so i simply didn’t get the armor 
can somebody tell me what to do? pls.

You did it while logged in I assume? Otherwise the achievement would not have showed.
You have to do it while connected to XBL. I bought Halo 4 at a time where I was just moving into a new place, so when I beat the Campaign on Legendary, it didn’t count. I just had to beat the end of each level again when I got internet.
