I beat the game on legendary, solo, and i didn’t get the armor from it. I have the achievements to prove it too.
Do i have to do it on co-op too?

No, it should work just fine for finishing the game on Legendary Solo, check each mission and see if all of them appear with the legendary emblem on them, some times the game glitches and it will show a lower difficulty on a mission, if that is the case you will need to re do the mission on Legendary.

The armor and emblems aren’t unlocked by beating the Campaign on Legendary, but by completing the Legend Commendation in Commendations>Player>Campaign. In order to earn Commendations, you need to be connected to Xbox LIVE.
So in order to earn the armor, you need to complete each level on Legendary (solo or co-op) and be connected to Xbox LIVE the entire time.
I believe you can also start at any rally point and it still counts.
