You can license transfer content if you are transferring it to another console that you own under the same account, license transferring to accounts you do not own is against Microsoft’s Terms of Service and in certain cases can lead to your account being banned. As such, discussion of this is not allowed on the forums. If you want the armor effect then you’ll need to get it from the legendary edition of the game.
