You forgot the entirety of Spartan Miller.

The issue isn’t that they’re overpowered, it’s that the rarer enemies are unusually plentiful.
Battlewagon spam, General spam. These 2 are extremely annoying (though I enjoy the Battlewagon spam. Lots of holy -Yoink- moments) when I’m trying to do the level without dying.
There’s also other annoyances, like Hunter spam and Watcher spam.

They ought to be hunting longer. The only enemies in Halo 4 that come close to freeroaming are sword Elites.
Nothing special about raging when their shields pop. It’s just as bad as CE Elites berserking when they were low health. Except those Elites actually attempted to take cover when they lost their shield.
The flanking is about the same as Reach’s, it just feels more natural due to the frenetic chaos. You don’t have much opportunity to observe them flanking.
Yeah they’re much more fiercer than Campaign enemies.
