Yes, beat it on 10/17/2015
You may have to replay the campaign with a Live connection until you get the achievement.

It did have a complete connection, it says on the website that i have the achievement but it still says i never beat it on legendary

You can replay the campaign and see if it’s getting corrected.

343 doesn’t keep that stuff updated anymore, that’s why you also can’t view your updated spartan on Waypoint.
