Halsey has many more uses to the story than just the Spartans. So far this has been a story about the Spartans and Halsey, as their creator, can have an impact in multiple ways.
There has been no evidence to suggest Cortana is the subject of the story.

Do you think that cortana being dead permenantly will stop chief? He’ll likely fail, or make an abomination of cortana, but you shoudl realize that chief is broken. Theres a reason he went AWOL and carries around that chip. Either hes trying to fix cortana, replace cortana, or find Halsey (who essentially is Cortana).
