I have the digital ultimate pre order bundle for Xbox one and have tried everything up to clearing the cache multiple times.
Is it simply just the Xbox live store’s servers atm?
Also i have everything downloaded.
What did it for me was selecting her, it prompted me to purchase, then said I already owned the content and then she unlocked for me.

You can try uninstalling her selectively from manage game
My Games & Apps → Start on Halo Wars 2 → Select “Manage Game” → Start on Kinsano → Uninstall.
Clear Cache aka - unplug your power cord for 1 minute.
Re-enter Game → Select Get Kinsano to re-install
