Ok let’s say your a skilled player in Halo 4. Your on a killing spree, but then you see a drop pod land in front of a noob. He takes the Rocket Launcher and kills you before you can fire your first shot.
So wouldn’t it be better, less random, and wouldn’t benefit noobs if the drop pod with a Rocket Launcher would drop in front of you if you got a killing spree?
