What percent of kill/destroy commendations do you need in order to get the armor and helmet?
If you are talking about the Achilles armor and helmet, then pass level 3 to get the armor, and complete level five to get the helmet.
You have to be in a company and complete the company commendations as mentioned above. There is no armor/helmet for completing personal commendations.
