if they have the armor already you wont get it when you join
And you won’t bring your commendations to the company

No, the req pack is awarded to everyone in the company at the time it completes level 3.
If you join after that you can not get it since the req pack was already issued to the company members.
This stops people joining and then leaving a company just to get the armor.
