So the last few days ive been grinding the campaige trying to get this and ive added all my times its comes out to 2:59:52 seconds and 3:01:00 with lone wolf and im not sure if it counts lone wolf time aswell my ingame time for fastest legendary clear is 2:57:19 min so am i missing something?
So people replayed Noble Actual, and managed to trigger it that way.

Just replayed all the Cutscene missions and did Lone wolf and still didn’t unlock. I restarted my game and then started up nightfall on legendary to see if that worked and it did. It unlocked whilst I was loading in!

Can 100% confirm this works, just go to campaign quickstart legendary and it unlocked before the cutscene even played.
I played every cutscene and still didn’t get the achievment…
Then restarted the game and put on Lone Wolf and it popped up!

Do you not get the achievement if your time is too close to 3hours? I’ve got 2:59:26 and nothing is getting the achievement to pop.
Edit: is in-game time different from time displayed on waypoint? Shaved a few minutes of my time and got the achievement 
This achievement not unlocking is still a bug as of 8/17/2021. I completed the legendary campaign in 2:46:45, and the achievement didn’t unlock. However, as others have already mentioned, doing a legendary quickstart did the trick; the achievement unlocked before the cutscene even loaded.
