In Halo 3 is there anyway to wear the katana on any other torso armor, or is it stuck on Hayabusa piece only?
What you see is what you get on Halo 3. There’s no way to change what chest piece has a Katana on the back.
The katana is part of the Hayabusa armour only due to an agreement between Bungie and Team Ninja back in 2004.

That’s what you’re stuck with. There’s no way to change it.
