Was a villain built up in the books just to have a humiliating death by Agent Locke, there’s even a reference in Halo Infinite but even that was demeaning…I’m just saying 🤷
He had potential, bless him.
But when SpOps got axed, he ended up getting dragged along in the comics.
Then when 343 needed to tie up that plot for Guardians, he got unceremoniously bumped off, and became a meme.
I know and he had wife and kids!…well his wife died before Halo 4-5 campaign but his son is still out there!
I think it comes down to a few issues:

He’s a Schemer as opposed to a warrior like Atriox. It’s just a lot easier to sell a physical powerhouse character. There were times he was almost Starscream like. People forget that he kind of half won Spartan Ops and had the Infinity quite a few times back when it was actually a powerful ship in the story.

The more interesting book Elements of his character can’t be brought into the story. 343 have been pretty clear that this is a story about humanity and hope. So you can’t have the UNSC do anything evil and draw attention to it. You notice in Spartan Ops that the Spartan 2 programme is depicted as if it was all Halsey rather than a state project with ONI.
To be fair. The marine dialogue is pretty irreverent of the Banished (as it should be) as well. Even to the point of saying “so a new coat of paint makes you a faction”, “Covenant wanabees”, “Escharum smells like petrol” “are you a rock band”. If Atriox was there they probably would be knocking him down a peg as well. I like this, it’s a good way of showing that this is a war and they hate the Banished without it getting dark and keeping everything on brand.
BUT JUL WAS RIGHT THOUGH! HUMANITY IS EVIL! IT WAS ONI THAT SOLD THEM ARMS TO REBEL AND BUSY THE ARBITER WITH A CIVIL WAR JUST SO THE UNSC CAN FLEX AND BUST OUT INFINITY TO POLICE THEM…omg Cortana was right!
In the real world we point nukes at other countries who might be a threat. What do you think humans would actually do if they had their backs to the wall and facing genocide by a bunch of Orks who butcher civilians and eat them?
I am just saying, one Nova Bomb on Doisac is not out of the question. Cortana probably saved ONI the trouble.
But in all seriousness. It’s a keystone of the franchise that it’s a clear cut conflict where humanity are the good guys. We’re probably never going to have the Insurrectionists be enemies for example and the UNSC isn’t going to be depicted like the CoG in Gears.
Hey you leave them ork boyz alone they dunz nutin for you to sayz that lol and no what Cortana did was bad I’m talking about that humanity should be policed since they are more likely the worse race in stellaris conflict as previous examples concluded and ya but the cog were not bad the politicians were, remember gears of war 3? They had a freaking resort island while the cog fought and died in land, sea and air and even underneath 
Oh yeah. Jul in the books having a genuine grievance because UNSC or at least ONI does bad things is a great motivation for a villain. He lost his family. He’s seen his people cast down from grace when they saved humanity. You can understand why he wants to correct that. Doesn’t make him a nice guy but you can get where he’s coming from.
Compare that to Atriox. His Banished were already raiding human colonies and butchering innocent civilians and eating them decades before anything Cortana did. Most call that an unprovoked act of war and genocide. It’s odd that the UNSC didn’t start bombing his bases on Doisac for this. But then, humanity are apparently per the towers all about oppressing him and stopping him being a space pirate. Freedom and all that. This is really not a sympathetic villain. Then Cortana destroys his planet and he’s like the galaxy must burn (along with all other Brutes in the galaxy FYI) and humanity is to blame for all this. There are Chaos Space Marines more sympathetic than this character. 
Ugh brutes who join chaos would be a scary thing to see shivers
But ya see Jul is a good villain because his acts are just, he knows humans just want to populate the galaxy like the flood and be every where while Atriox is mad at everyone humans and covenant because they kept sending his clan to die but when truth made brutes the top protectors as tarturus as the head, why didn’t the brutes leave Atriox or him go back to the covenant? Hell he would be better then tarturus
I don’t think anyone in halo is really the “good guy”. there is definitely alot who line up in the definitely not the worst guy. but it kinda is like war hammer, nobody is really good, just everyone fighting for survival. Sometimes making alliances to stay alive against greater foes. But they will always return to war.
Covenant are space Ottoman empire, Atriox is a space Viking, Jul is space terrorist, the created are skynet, UNSC are space UK/USA and ONI is space CIA.
Either way they still did Jul dirty

Hopefully his son avenges them
It really sucks that spartan ops wasnt continued. It was a great idea, but executed poorly with the repetitive missions. I’m holding out hope they have something similar planned for infinite. Would love to have dlc where we play as blue team.

Jul was a careerist, an opportunist, Who had previously wanted to join the organization that ONI had fostered as a result of "the continental balance of The power policy ". Because he thought he could show himself and make his clan stronger during the recent truce.He’s not even a believer but he joined the group to take advantage of it. As for the failure in the Requiem, after the rapid expansion of power, his personal prestige was repeatedly challenged because he had no ability to control the new covenant.He had no way back, and with more and more doubts, the crisis became worse and worse, and finally died.If he did not choose to be careerism, he might have a happy family in the countryside of his home planet.When he died alone in the snow, would he regret it
Hate for the humans were to strong but that’s what war dose I suppose 🤷
The first is to dislike and worry about human forces. After being caught by ONI for living experiments and learning about his wife’s death, it became unforgettable hatred.
Oh so maybe it was in honor of her memory…that’s tragic
and now his death is just the epitome of why 343i did him dirty with his death to Locke, hell I wouldn’t be surprised if they do the same thing with Atriox and kill him off in a cutscene 
I was watching a clip and some of the Banished grunts shout for ATriox, YipYap and MDama. 
Very fickle these grunts.
