if they have forge like a boss everything is possible
Not in the story because he’s dead. So annoyingly dead. They can however make him into a DLC faction because why not? There is obviously enough content for him to have an entire faction in Multiplayer.
In fact I would be kinda surprised if they don’t make a Jul faction. By the way. It’s called faction leader, not “boss”. Boss is an entirely different thing and makes no sense in the context you used it in.
I think every boss they add will be alive during the events of Halo Wars 2.
I mean if they had to reskin all the units and buildings to look more Covenant then my expectation would be to see a Swords of Sanghelios faction first as opposed to a historical Covenant faction.
Halo wars 2 takes place after halo 5. I don’t think they will

Theres no reason they couldnt potentialy use him as a character in one of the dlc campaigns which have been talked about. Though i would prefer those to be unsc

No since he is dead and the story takes place after halo 5 and the banished is a completely different group from the storm faction.
