Could Juls faction be exclusive in just spirits or maybe liches and thels faction with pahontoms.
It seems as Jul is really getting beat up and Thel I prospering. This could help show how Jul has resorted to old tech that was never made for combat in the first place.
The Arbiter is a brilliant tactician with or without Spirits.
Honestly I’d like to see Jul’s faction using weapons and vehicles from the whole halo fiction, since his faction is essentially scavengers and thieves of equipment. I wouldn’t mind seeing them use UNSC kit as well. Y’know 'cus, he steals.
The universe entry here on waypoint says they both use Spirits, mainly because they’re a lot tankier than Phantoms.
I think they Both use Both because Phantoms are more convenient but spirits are more durable.
