looking at the white hand symbol on jul’s armor something came to my mind.
There’s four finger. Doesnt the didact have 6 ? The outer line of the mark are solid and defined so i doupt its just a ‘‘print problem’’.
Wich species have four fingers ? Shangeili. Do you think it is one more ‘‘scam’’ of jul to continue to get the storm’s religious support ?

Its possible the hand is just a symbol, possibly even from before they actually met the didact. There’s not alot of time for the didact to ever meet jul except for perhaps during the mammoth level.
Its possible the elites expected the forerunners to look more like themselves.
I’m pretty sure it is just an Elite hand with the Didact symbol, maybe it means that the Elites (or just Jul) are the hand of the Didact? As in his weapons/tools? Kind of like what Rtas says in Halo 2: “We are the arm of the Prophets, Arbiter, and you are the blade.”
I’m pretty sure Jul is tricking them into thinking he’s a “true believer” anyway. All he wants is revenge on the humans.

Thats why he’s a terrorist and not a true Covenant believer plus he’s using the Didact for his goal on wiping out humanity both have the same agenda.

He’s considered the “Hand of the Didact”… they call him such in Spartan Ops. I’m pretty sure its just a Sanghelli hand print with the didact symbol to she that he is the Sanghelli’s hand of didact.
It is a Sangheili hand with the Didact’s symbol. He was likely appointed as the Didact’s “hand” in that he was the leader of the Storm Covenant, and the Didact likely doesn’t care one bit if he’s a believer or not. He was their leader, and would continue to be so, only answering to the Didact himself.
