Do you think Jello faired better as a central Elite character or Arby (Thel) as a better central Elite character in the Halo fiction?

he wasn’t a fully developed character, the one Elite who blew up the bomb and killed his brother was more developed. I think it goes to the Arbiter because the Arbiter won many Hero of the Year Awards as well several People Choice Awards. He even took some Oscars home to his planet.
