Yes, clearly they are working on multiple things at once. As people have become more willing to pay for cosmetics through mtx, they have focused a larger and larger percent of their resources towards exactly that.
Keep in mind that in past (Bungie) development cycles, they would have zero resources currently dedicated to cosmetics, and would already be working on the building blocks for another amazing game, instead of new colors (cause remember how we just… had all the colors ourselves?)
