According to your service record here on Waypoint the mission “Truth and Reconciliation” hasn’t been completed and “Noble Actual” needs to be re-watched. Completing that mission and watching the cutscene will unlock the necessary rewards.

It’s what shown here on Waypoint that counts. They have to be redone and rewatched.
