It appears to be a body suit.
It’s the Didacts body suit. Shortly after, he gains that overpowered Combat Skin that can generate Constraint Fields, which makes MC look like a pansy.
…and players wanted a boss fight between the two. Just lol. Clearly, if something happened, the odds would favor Didact. Master Chief is lucky Cortana pulled his -Yoink- out of the fire but next time? Let’s hope the Librarians modification to MC humanity gives him an immunity to Didacts force powers 
Which reminds me: I found it strange that the Librarian said Chief couldn’t beat the Didact without her meddling and yet, on Mantle’s Approach, the same thing happened again afterwards. It’s nice you have an immunity to the Composer but if you wanted this human to beat your husband in combat, next time give him some protection so he can move lol.
Actually, this is his body - it is not a body or ‘skin/flight’ suit. Also, he has mastered force like abilities due to near 100% access to all brain functions. The amour that he later wears is a Class-12 combat harness/skin, evidence of this is mentioned by 343 Guilty Spark in one of his quotes he mentons to Master Chief in the campaign mission The Librarian, Halo CE. The amour chief wears is a MJOLNIR Powered Assault armour, which is allocated as a Class-2 model - Primitive.
By the way, there are a few amour plates covering specific parts of his body, his biceps, knees and feet. (Not Amour! But minimal protection)

Umm, no. Have you even bothered to read ANY of the books?
Never in any reference to the combat skins, the Didact, his specific armor, or any other forerunner is it ever stated that they have any form of mental abilities extending beyond intelligence.
In fact, the book goes out of the way to point out that the young manipular, Bornstellar, is next to useless without his armor.

It’s part of the suit. You can seen the bones in her hand with x-ray visor in Metroid Prime.

I’m guessing its mostly bodysuit. Either body suit or he actually had parts of the suit surgically implanted; he did mutate himself in a attempt to make himself invulnerable to Flood infection, which is why his appearance changes in the Terminal videos.
