Well, it is against the rules to publically speak of modding here on the forums, however I will give you some helpful advice.
To begin, find the gamer’s profile, and view the profile. Report the profile if what you say is indeed true, and use ‘System Tampering’ as the reason. Microsoft will look into the issue. They will not tell you the outcome of their investigation, but they will look into it.
Additionally, the Monitors here on Halo Waypoint are usually resourceful with information in terms of what to do regarding your issue. May I recommend PMing Snickerdoodle? She is especially knowledgeable and helpful in these types of situations.
