I feel it either has teamed with the banished or is corrupt and has released the flood or something. could be a mini boss in a forerunner cave in end game. the other thing could be it is controlled or allies with the banished and that is the “Harbinger” they are talking about.
It is possible we shall see 117649 Despondent Pyre at some point. I believe he is still choosing to remain hidden for the time being from both UNSC and the Banished.

To answer the OP’s question though, I would imagine we could see at least one. Each Ring had a monitor attached to it, so one could expect there to be one for Installation 007
It’s possible we won’t see a monitor. The Arch had a monitor but we didn’t see him in Halo 3, he appear’s later. Moreover, the Halo is already dammaged, so maybe the monitor have been killed.
I say it is 100% true that Zeta Halo had a monitor at some point but maybe not anymore. The surface of the ring seems to be heavily damaged and its possible that whatever did that took Zeta’s monitor with it. And also, who are Despondent Pyre and the submonitor Adjutant Veridity? I’d like to assess how likely it is for them to appear in Infinite based on their backstories, tasks, and assigned installation, whether they were assigned to a Halo or not could really affect this.
