No, currently there is no way to do that. You’re just better off buying an Xbox Live gift card and sending it to them so they can pick out whatever REQ pack they want.
The main reason you cannot gift Pro HCS REQ packs is because the person could already have the pack, which would mean a waste of money for the person buying the pack for them. Make sense?

It would be great to be able to gift REQ packs with earned REQ points… Like, I have a bunch of REQ points… Why can’t I gift packs with that “in-game” currency?!
You can only gift them when they are directly in the Halo 5 Req store.
