Is The Rocket Launcher "Lock-On" Capable?

I haven’t seen anyone talk about this but does anyone know if the Rocket Launcher is “Lock-On” capable like in Halo Reach\Halo 2 or not?

I don’t think there has been any footage of it locking on. Look for the old bulletin with the human weapons, it will probably say there if it does.
