So we do see something at the end of Halo 4, where the Ur Didact tries to use The Composer to digitalize humanity, but he fails as we all know. What ends up happening to Earth after that? Are Earth, and other colonies being rebuilt?
New Phoenix has been quarantined due to the Composer incident, but yes, humanity is indeed attempting to rebuild.
Glasslands showed that Sydney was being rebuilt, I imagine Cleveland, Ohio and all the other areas hit by the Covenant sans New Mombasa and Voi are being repaired too.

Sure they will, but rebuilding the other colonies would take a lot of time.
