Since Arena and Warzone are a part of the war games simulation and are all canon, how is the Announcer of Arena canon? Is he an A.I? I know it is voiced by Jeff Steitzer but how is it canon? What is the story behind it? You can even hear his voice in the campaign of Halo 4 when you were aboard the UNSC Infinity. I forgot what mission but it was the one with the pelican.
If we go into the lore stand point, it is most likely a Dumb AI who is assigned to the War games simulations, would make sense to make one of those run the shoutouts.

We dont know what kind of AI it is but we do know that, yes, it is an AI, linked to the UNSC Infinity.
At least according to the first order of Halo Escalation, Palmer hates it.

I believe he’s an AI assigned to managing War Games in some capacity.
