I mean look at this shot and this shot of Noctus and compare to this, this, and this shot of New Mombasa.
Yeah Noctus is a much newer city than New Mombasa I get that…but where are the lights? The billboards? The windows? Is this a city or just buildings of data severs?
Is this how the city actually is or is this War Games simulation shenanigans much like the small looking Halo rings?

Most of Halo 5’s Arena maps are located on that Planet, Andesia, and a handful specifically in the City of Noctus. Empire, Eden, Battle of Noctus, and Urban are located in Noctus; Plaza and Overgrowth (which only exists as a simulation) are both located in Promesea.
Its simplified to make it less draining on the xbox and this could be explained in lore as the details on buildings are unnecessary for a war games simulation.
Either way I don’t think the lack of windows/details is really indicative of human colonies, just this is a simplified depiction.

Probably more because of the simulation than anything else. I would hope that most cities don’t have two garages filled with tanks in the middle of a highway.
