…at the beginning of Halo 4?
After reading Halo Initiation for the very first time today, the guy mentions Spartans like a tool to protect the mankind. Also, they guy points (and according to the Halopedia) he is one of the proposers of the Spartan IV project.
In Halo 4, a ONI officer seems to talk with Halsey about Spartans in a ciertain way… so I wonder if is the same guy?
The guy in the interrogation scene isn’t ONI, but rather “something else” according to Halsey.
I haven’t read Initiation yet, so I can’t offer anything for you there.
Musa can’t walk due to his physical damage from the augmentation failure, the interrogator was walking.
Besides, I’m pretty sure Halsey would have recognized Musa, she knows her Spartans.
