If I were you, I would stop searching for players and go through all the campaigns. Give it some time and hopefully 343 will have fixed the matchmaking in this game.

I found a game in Anniversary Rumble a minute ago.
I kept backing out and re-trying every once in a while. It took me maybe ten minutes. Maybe I got lucky?
