I love Action Sack, and Halo 4’s Action Sack, every gametype. But is the Lightning CTF good?

Play Lightning CTF and give your own judgement about it. That’s the only way to know if it’s enjoyable for you.
It depends. If you play it on the right map, it’s pretty good. Adrift is definitely not a good map for it because there’s always someone camping at the flag. If you like SWAT, you’ll probably like it.
Haven is the only good map for it. I hated it on the other maps.
