‘‘SPOILERS’’ In Halo:Glasslands Thel Vadam says he has relinquished the Arbiter title and is just a Kaidon now. Jul Mdama in the book was captured which the Sanghielli consider to be shameful, so to redeem himself he could become the next Arbiter.
He better be the good guy.
The Arbiter was originally a title of great honor and respect. It was the Prophets who said that dishonored heretics would be chosen as Arbiter for redemption purposes as well as doing their dirty work. I’m sure the Post-Covenant era would mean the title of Arbiter is no longer a negative thing.
