Does anyone know if it’s possible to get every req card that can be seen in the collection area by just opening req packs or is it just not possible to get some cards and the only way to get them are by doing other things.

The latter; Achilles require you to be part of a spartan company and complete company commendations in order to get it. Most of the emblems are locked behind commendation completion. Some of the armor/skins is or was only available in specialty for purchase packs (a couple of the pro-teams disbanded and those are not available anymore.) Some of the emblems were unlocked by participating in the Beta or specific seasons and there are the emblems you get from leveling up. I’m sure there are a couple I’ve missed as well.
HCS stuff is in HCS buy only packs. Some emblems are also tied to XP level.
No, you had to pay $$$ for some limited emblems and skins, and for Achillies you need to join a Spartan company.
