Well, if you think about it, it doesn’t really matter if humanity is ready or not. Humanity wasn’t exactly ready to face the covenant, and honestly, I think it might make for a better story if humanity is in fact not ready at all. “Hells wrath waits for no one” or something like that.
It puts more emphasis on the Chief, as he becomes that much more important to the UNSC, and makes it more likely that we will see various alliances form over the course of the next trilogy. I for one am looking forward to something unexpected.

Anyway, my point is that the total population of the Human Race is a lot larger than what we think.

Halo 4 should be really interesting, with all the recovered forerunner technology, humanity should be even stronger, the UNSC Infinity is a prime example. The fact that so many humans have been wiped out is actually a good thing, it means that more of this new technology can be spread out evenly between the remaining colonies, the human covenant war has pushed humanity to a brilliance, technologically. It would be really amazing if the drugs that made Spartans what they are were available to the general public, and in-fact was made a requirement, things would just be even more amazing, a kind of forced evolution for humanity.
In Halo 4 we should see a lot more Spartans and more shielding and plasma or ionic based technology, I am almost certain that humanity is now tier 2 or at least 1.7 because pf the recovered forerunner tech.

No, it doesn’t. OXM said that, and they are not a reliable source (or an official one).
While humans have been beaten close to the brink, it’s clear from reading Glasslands that we’re actually better off than the Covenant species. They’re fragmented and have no leadership, while we’re accumulating and analyzing all sorts of Forerunner technology. Our self-sufficiency is what makes us strong post Halo 3.

Actually, Halo Legends tells us that Halo 4 takes place at least 4 years after the end of Halo 3.

Also, Frankie said that Halo 4 will take place a few years after Halo 3. Based on Halo Legends, this means around or not long after 2556. It’s entirely possible for the Reclaimer Trilogy to take place and for the Chief’s status to remain MIA as of 2552. For example, Dr. Halsey was declared dead on Reach when it was attacked, but we all know she survived. So, she’s officially dead but actually being held by ONI.
The truth may be that Humanity is not ready but from the ashes of the war Forunner technology has been discovered . This technology gives us a chance we may have not had against the New Enemy . We have a fighting chance . Maybe as we battle the threat John-117 Finds a way to defeat them but to do that he must once more be a Reclaimer .Or maybe John unmeaningly leads The Enemy to The rest of the Human race . Humanity has its work cut out for it once more if they are ready for it or not .

I’m not saying Halo 4 takes place in 2610, nor am I saying that’s what Halopedia says. However, the latest date we have where M.C. is still listed as MIA is 2610.

I have a pretty good hunch humanity will not be involved but who knows. I believe it will be about the Chief, Cortana, The Flood, and just piecing together the puzzle that the Forerunners left behind.
Even though we now have Forerunner technology, I highly doubt that means we will just be able to breeze past this new threat. If it is the Precursors, then we don’t stand that much of a chance. The Flood was able to take down the Forerunners in their prime with fleets numbering in the millions if not more, forcing them to use the Halos to force a draw. But we, a reduced civilization with a looming revival of the insurrection and a single ship bearing Forerunner upgrades, can stop them?

OXM is not 343 and as such isn’t completely official. Also notice that in the new enemy section, they used a rejected piece of concept art from HALO 3, not even the thing seen in the Halo 4 concept art trailer.

Yeah. A colony mentioned in the First Strike adjuncts has 500 million people living on it. That 200 million for the whole Human race is just not true. (And I’d argue that it never was. It was listed under Earth next to a whole lot of other statistics exclusive to Earth too.) And there are several more worlds to add as well. Minister, Lenapi, Venezia, Mars, Earth, etc.
