If i had to take a guess, it’s just in the middle of their priority list. I love Halo Wars, and a couple million other people loved Halo Wars, but there are a ton of other great games that draw in bigger crowds. Keep in mind, Microsofts team has to emulate everything on a game-by-game basis.

If you’ve purchased the game on the 360, it will be free of charge 
If you have a disc copy, just pop it in, install it and play just as you would on the 360.

Halo Reach and Wars will become backwards compatable soon.
Reading above i see you have confusion about how Backwards Compatabity works.
DISK: If you own a disk copy of a Backwards Compatable game, pop it in the console and it will work exactly like disks do on the Xbox one.
DIGITAL: If you digitally bought Halo Wars either through Xbox.com or The Xbox 360 Marketplace go into “My Games and Apps” on your Xbox one and scroll all the way to the far left and you’ll find Halo Wars ready to download
DONT HAVE IT: You can buy the game in stores and install using a disk or buy from Xbox.com using your Credit Card or amount of currency linked to your Xbox account. If you do this it will be considered a digital download.

From what I’ve heard it is, it’s just not coming out the exact instance BC comes out. I think December, because that’s when Reach gets BC.
