I HAVE NO PROBLEM BELIEVING ITS CANNON I JUST CANT BELIEVE THE PART OF DR. HALSEY KNOWING ABOUT THE SPARTAN 3s BECAUSE SHE DIDNT KNOW ABOUT THEM UNTIL THE GHOSTS OF ONYX AND GLASSLANDS NOVEL. IF YOURE INTO THE LORE THAN YOU KNOW WHAT I AM TALKING ABOUT.
She didn’t know what Noble Team was. She only knew that they were Spartans, but simply not hers. Halo: Reach is canon.
It wasn’t canon at first (mostly due to the PoA’s location at the time). Thankfully, 343i fixed that.
As far as Dr. Halsey not knowing about the Spartan III’s, in both her Journal and in Glasslands, she mentions how she knew they existed, but didn’t know what they were and that they were definitely not her Spartans. She didn’t know who made them, who trained them, or that they were in fact Spartan III’s, the next generation of Spartans.
Reach is canon. The thing is, a lot of story elements weren’t adequately explained in the game itself. Halsey’s journal and, to a lesser extent, Glasslands, give more insight.
Halsey had her suspicions that another class of Spartans existed, and they were confirmed when she met Noble, but she still wasn’t sure about the real details about the program itself. Not until she got to Onyx.

even, if 343 hadnt cleared some of the minor discrepancies up, halo reach would have superseded the fall of reach canon wise.
As far as I can remember, Halsey assumed that Noble Team were part of Project Javelin.
