No you can’t transfer digital copies to other accounts.
There is a way to get the game working on a friends console which I wont go into as this is a Microsoft forum but by doing so you will lose the ability to play any of your own digital games on your own console if your internet connection goes down. In other words none of your digital games will work unless you are connected to the internet.
well that kinda sucks but is probably a thing for a reason I guess
I’m very sure you can as long as it is a digital copy 
if you have already license transfered with your friend all he has to do is download the game
