I really hope so… Projectile based weapons are far too inconsistent for competitive play and the lag with projectile based spread makes Halo 3 unbearable at times. For all of its faults, Reach is far more consistent when it comes to long ranged combat and I hope Halo 4 follows suite (minus the slow kills times).

Me too, projectile based gameplay is just as random as Bloom was in Reach if not worse. BTB was just a big joke!

Yes, the weapons in Halo 4 are hitscan. Aside from the obvious projectile weapons of course like the Rockets, Storm Rifle, etc.
