Than… say so from the get go?
As someone that has a really terrible internet connection sadly, I can agree that splitting the game in multiple downloads would solve a lot of issues, especially when it comes to updates. Oh man, those updates! HOWEVER, if you buy Hi the package better includes SP, MP, cinema and Forge as a bare minimum! Completely dividing the game in section would divide the community and hurt the franchise as a whole. Also I think even if the game has multiple downloads, than it should automatically download the content while you’re navigating menus or playing solo - so that everyone is up-to-date and on the same content level as fast as possible. If we cut stuff it should be the bloated sea of useless or duplicated REQ content imho.
Forge itself is a really powerful tool. It’s not a blown out editor of course and that comes with its clear defined limits, but it comes really close to be one. Also the introduction of programming in H5 added an extra layer of complexity I never though would have been possible. So I highly disagree with you there mate! Both in level design and game modes, forge gave us the best parts Halo 5 had to offer. By a landslide I would add! Its the sole reason why I came back on this game, even though I hate AMM games from the get go.
I even went so far and downloaded it for PC - even though the Win10 store is among the worst launchers on the markets and has an horrendous download manager. I hope Spencer will keep the promises and resolve all the issues around the release of Scarlet, especially if they want to transform Xbox into an all around platform and not just a console. Sorry, went OT there! 
Returning IT, forge maps like Echos or Elixir have better geometries and more interesting visuals than anything I’ve seen from 343i in MP so far - graphics aside of course. Because yes: Forge has limits. We’re not too far away from a blown out editor, but FC for instance is way ahead of us. And yet some creations are just beautiful! Just look up “Rapture” as a reference. What the community does - even with this limited creation tools - never finishes to amaze me!
And what Halo does better than anyone on console is the custom game editor. Here I disagree with you on every level. If you say Halo’s custom games are just slight variants, than you haven’t really played Forge game types at all. We can gladly discuss maps quality, but the game-types variety in H5 has no competition on Xbox. I even go so far and claim that costume modes in modern Halo are objectively speaking the best on the console market right now. The only thing I can think of that could give us even more freedom is a weapon customization tool for damage, rate of fire and such, pre-made loadouts options or a class system for forge only and personalized HUDs for different teams (for Trouble in Terrorist Town kind of modes). But there are already workarounds to that and mini-games like Flapjack Frenzy, Duck Hunt, Castles, Prop Hunt, Podracer and Fat Kid are proof of that! Than there are the full-fledged game modes too, like Siege, Rally and Griffball (which started as a forge mode in H3). Not to mention the costume game browser, which could be better on an UI level, but it’s still an amazing feature to have!
Forge is just a great time and saved Halo 5 for me! Therefore having to read that it’s useless kinda hurts me. A lot! 
Different people different tastes I guess, but don’t underestimate the power of Forge or the the community behind it!
