I was originally under the impression that a Beta version of Forge was going to first become available “in September” to the Halo Insider program, and then be released in full at a later date…
Now they’re saying the FULL Forge is releasing in November , but I’ve heard no talk of the Insider program getting any early access.

That article includes this:
“We’ve successfully had Forge in private flighting with a limited audience for some time, so we’ve decided to forgo a large-scale formal flighting program and go right to open beta.”

It was always planned for public “beta” in September. They were doing limited private flight tests previously, but I don’t know if that’s still going on. Clearly people have been cracking into forge on PC and playing around with it and forge is probably infinite’s last hope at getting the game to a better place.
