Is bleed through removed from TU settings?

if I recall correctly, it was removed from TU Reach 360.

If you define bleed through as the phenomenon that a melee punch can kill a low shielded opponent then TU reintroduced this feature. Previously in Vanilla Reach if you were to melee anyone with full or low shields, health would not be affected. Personally I am in favor of reintroducing bleed through as without it, close quarters encounters become really inconsistent.
