Is Arby returning in Halo 4?

I know that he was important in Halo 2 + 3 and he makes an appearance in Glasslands, the novel leading up to Halo 4. So do you think or know if he’ll make a return in the campaign? And if he does will he be voiced by Keith David again?

He is not in Halo 4.

Even if he isn’t confirmed to not be in Halo 4, he has no reason to be on or near Requiem.
