It seems to be a latency issue. Since region lock was removed you may be playing on servers not as close to you. You just have to adjust your aim sensitivity accordingly.
The better the connection, the lower the sensitivity usually.

I definitely think it has to do with latency and the return of region lock. My crosshairs are on the player’s head when their shields are popped and it’s as if the shots don’t register as a hit when I pull the trigger.

If this is true, that is detrimental to gaming.
Bad decision for online gaming.

I’ve had this happening too! Started last week. I’ve unloaded 1/2 a clip from an AR into a Spartans unshielded head, and still he kills me! !?
Wow I thought I was the only one.
I just know that I hit someone with three perfectly aimed BR bursts, then I tell myself not to choke the Perfect and my forth burst kills a seagull 20 miles away.

I think it’s because 343 is mesing with the controller sensitivity settings and it’s causing small occasional problems I’ve noticed it goes away after a little while it could also be because the bullets have travel time in H5 which is a new machinic it could have a few Bugs with the dedicated servers lagging that we can’t see
My aim went out the window about the time region lock was removed and the last update. Theres definitely something wrong… There is absolutely no consistency between games. Does anyone know when the next update will be? I heard it got pushed back? I just hope they fix this issue soon… Im loosing all hope for H5…
