If you look at 54 seconds you can see that Chief’s visor is intact, which is right as Locke says “117, stand down! This is your one chance to come home peacefully.” Now notice at 1:03 that Chief’s visor is cracked, and he says the following: “I have a job to do.” It seems that when Locke tells Chief to stand down is when they fight, and Chief is the victor. After he has done a number on Locke, he says his line and continues his mission. 117 don’t like being told to stand down.
I suppose that confirms that Chief is the better Spartan. Age and wisdom trumps youth and innovation.

You have to give Locke some credit. There are very few people in this world who could actually ask chief to stand down, much less actually break his visor in a fist fight. He’s no pushover
That line could have been cut from a different scene. But yes, I do think it happens during a brawl between them.
