Especially with the hints Canon Fodder dropped about bootleg/privatized MJOLNIR variants and augmentations, i think it’s within the realm of possibility for power armored opponents (Not necessarily MJOLNIR) to be engaging with spartans on the ground, and the UNSC would want to prepare for it through simulations.
We already have the marines in standard warzone defending bases, i don’t think it would be too much of an issue to add standard innsurrectionists with maybe a model change, and then add pseudo-Spartan AI opponents as a tougher variant of them.
Those marines are brutal with assault rifles … Now with energy shield? GG me.

Shooting humans in a simulation in a video game. Also they are insurrectionist, not humans. Rather a sub species of humans that don’t worship the scout warthog and therefore are inferior.

You already shoot humans in normal Warzone.
