Hear me out on this one.
With the galaxy in chaos, thanks to the rise of The Created and their use of the Guardians, and the UNSC running scared with their tails between their legs, I think that this would open up a huge opportunity for The Created to make an alliance with the Insurrectionist factions. Think about it, they’ve already made an alliance with the Grunts, who just wanted their homeworld of Balaho to prosper, why not the Insurrectionist factions who want to see the UNSC fall along with the UEG? Maybe in exchange for their services, the Created can offer wealth and enough firepower to keep the colonies in line in their new order. This could lead to some interesting scenarios. Think about it for a bit.
I have a feeling the New Colonial Alliance could do just that. If we’ll actually fight humans in game, probably a little less likely.
I doubt that. The Insurrectionists revolted against the UNSC because they felt the government to be oppressive and imperialistic. They wanted independence for their outer colonies. The Created are even more oppressive and imperialistic. There is no way any remaining Insurrectionist factions would ally with the Created; for one, it wouldn’t be an alliance, it would be servitude, which goes against the very ideals that formed the Insurrection. Living under Created control would be farther from independence than living under UNSC control.
That just sounds like involving themselves in the same system they were trying to get out of.

It’s a neat idea OP but I tend to think this. ^^^
Although I will say, it might be an interesting time for the Innies to take advantage of the Created chaos and try to launch their own coordinated assault against the weakened and disorganized UNSC, so that in coming Halo’s we’re fighting a multi-front war. Could make for more 3-way battles.

That still wouldn’t make sense, at least not with Insurrectionists. It would make sense with the Flood, but Insurrectionists are still humans and the Created are still a threat to them. Their best interest would be to form a united front against the Created, which would mean temporarily suspending any problems with the UNSC and even Covenant remnants.

Oh, not arguing at all that it’d be a dumb idea on their part. Just seeing it as a way that if the writers wanted to shoehorn in the Innies into a game somehow, I could see it being this way. Especially if Cortana isn’t dedicating as much in the way of resources to patrolling the Outer colonies as closely.
